I thought that they were for wearing under things. They have no sleeves so when you wear sleeved things over them you don't look like the Michelin Man.
I've never liked turtle necks of any kind.
Maybe it is especially for those folks who really hate their necks but not their arms, like my mom?
Under my leather jacket I like extra neck coverage but a full shirt is too warm.So I guess it's a biker shirt!
