Why don't sheep shrink in the rain?

It's not water that makes wool shrink, it's the agitation in the machine that does it. So if you agitate the sheep, you might be able to get them to shrink. Go poke them with a stick or something and see if it works.

Easy it's because they don't dry in the dryer.

Because they got invisible umbrellas?

Well, I can tell you that cows don't shrink from agitation.
